A Sociological View of Rastafarianism

A Sociological View of Rastafarianism Essay Organized religion is a duality between the religion and the church which represents it. Sometimes the representation of the religion is marred and flawed to those who view it because of the bureaucracy contained within. Unknown to those who gaze upon the dissolved morals and values of what is perceived to be the contradiction known as modern religion, it was never intended to be this way. Most religions started off as a sect, a minor detail on the fringes of the society it never wanted to represent. Rastfarianism is such a sect. The differences between Rastafarianism and a normal mainstream religion are numberless, including: no set membership, no authoritative leader, no offices of authority, no trained clergy and no involvement with the world as a whole. Rastafarianism is based upon an underrepresented minority which needed hope in the face in utter demise. According to Max Weber, religion emerges to satisfy a social need. In treating suffering as a symptom of odiousness in the ey es of gods and as a sign of secret guilt, religion has psychologically met a very general need (Weber 271). Rastafarianism emerges in the slums of Kingston, Jamaica in the 1930s to meet the needs of the poor, unskilled black Jamaicans who needed a hope. The social situation which was emerging in the 1930s which called for this need was as follows. Jamaica was a commonwealth of the British Empire. It had recently, around 1884, received a write in clause to their constitution which stipulated if the new government did not succeed and the economic life of Jamaica were to suffer because of it, the political constitution would be amended or abolished to meet new conditions. Black Jamaicans had a taste for power in their mouths and in 1938, this erupted in labor riots and violence. This act did nothing for their cause. It would still be 30 years until Jamaica received its independence. Blacks in Jamaica were the victims of social stratification which left them at the bottom rung of the la dder. They had menial jobs such as field worker or an attendant at the sugar plant, if they had jobs at all. The blacks were suffering as a people and as an organized group. Ethopianism had been introduced to Jamaica in 1784 by George Liele, by adding it to the name of his Baptist church, hoping to graft itself onto the African religion of Jamaican slaves. But the movement to embody the Ethiopian ideology par excellence was the Back to Africa movement of Marcus Garvey (Barret 76). He saw African civilization as anterior to all others and used bible verses which were easily interpretable to portray Africans as the chosen people mentioned in the bible, as in Psalm 68: Princes shall come out if Egypt and Ethiopia shall stretch forth his hands onto God (Barret 78). Garveys persistence culminated in the crowning of Ras Tafari as Negus of Ethiopia. He took the name Haile Selassie and added King of Kings and the Lion in the Tribe of Judah, placing himself in the legendary line of King Solo man, and therefore, in the same line as Jesus Christ of Roman Catholicism. Out of this came Rastafarianism which took over Jamaica at a time when it was in a low tide economically and socially. Socially, people experienced the brunt of the Depression as well as disaster due to a devastating hurricane. Politically, colonialism gripped the country and the future of the masses looked hopeless. Any doctrine which that promised a better hope and a better day was ripe for hearing (Barret 84). Weber analyzed conditions such as these as a theodicy of suffering. One can explain suffering and injustice by refrying to individual sin committed in former life, to the guilt of ancestors . . . to the wickedness of all people. As compensatory promised one can refer to hopes of the individual for a better life in the future of this world or to the for the successors, or to a better life in the hereafter (Weber 275). In other words, those who are disadvantaged in a situation (the poor, hopeless, black Jamaicans) will be rewarded. The poor people have a decided advantage in the Rastas view, since they are forced to look into themselves and confront the basic reality of human existence and only there can God be found (Owens 173) Their negative situation will be turned into a positive one (transvaluation) because they are the truly righteous, or so they believed. Rastafarianism was more than a religion to the people of Jamaica, it was a hope. It was their escape from the the rational e veryday world. This theodicy of suffering, in which the underprivileged and underrepresented Jamaicans believed, was compensation for the deplorable state in which they found themselves. The Rastafarian way of living and their everyday activities began as a deviant social behavior, but rather was a routinization of the masses into one cohesive unit, following the same general creed under different principles. This point can be seen most specifically in the modern Rastafarian hairstyles. In traditional Rastafarianism most Rastas do not cut their hair but allow it to grow naturally long matted strands or locks. These locks are in accordance with the Leviticus 21:5: They shall not make baldness upon their head (Johnson-Hill 25). But in todays Rastafarianism, their are men who will not grow facial hair or locks in accordance to their position in the work place and in society, but still believe in the faith of and consider themselves a part of the Rastafarian religion. This process of electing points on a subject in which a followers ideas converge with is called elective affinity, as coined by Max Weber. This elective affinity concerning Rastafarianism was spurred by cha rismatic prophets of the belief system such as Marcus Garvey, Haile Selassie, and Samuel Brown. All of these men preached to the negatively privileged strata which existed in the Jamaican slums and the impoverished Jamaican parishes. The underprivileged strata became a status group in a sociological point of view when they selected Rastafarianism and Haile Selassie as their god. This annunciation and promise led these impoverished blacks into a status group known as Rastafarians. This elective affinity between underprivileged Jamaicans and Rastafarians was seen most directly in a change in diet to follow Kosher food laws, a change in hair style, the use of a different language, and a the use of a holy weed; ganja. These highly visible symbols served as a solidification of a persons elective affinity and a public statement of their beliefs. To become a member of the Rastafarian status group was to embrace the lifestyle and the conceptual livity of a personal relationship with nature, in a pure organic way (Johnson-Hill 25). The Rastafarian lifestyle, at its early core, was based upon responses to social actions cast forth by the Jamaican bureaucracy. These actions exist on the guise of a messianic hope which is generally known as Ethiopia or Africa (Barret 117). The first reaction is aggression, which was exemplified by the social struggles for equality or even acknowledgment by the economically challenged island residents. The second reaction is acceptance. This ambivalence toward the situation is more of a standstill than anything else. The act of accepting ones own unfortunate situation negates the aggression and action of the previous step. This is where the Messianic values began to seep into the Rastafarian watershed. With these people and this clear-cut fashion only among them and under other very particular conditions, the suffering of a peoples community, rather than the suffering of the individual, became the object of hope for religious salvation (Weber 273). Rastafarian men and women began to forget their own individual struggles and rely on the preaching from Haile Selassie to comfort them as a group. Individuality is looked down upon in the Rastafarian religion. The status group or strata will suffer as a whole, not as individual pieces of a puzzle. Every Rastafarian considers himself an authoritative spokesman for Selassie. It is consequently unthinkable that one of the brethren should assume special prerogatives in speaking for the Emperor (Owens 43). READ: Education Starts at Home EssayThe third and final response to social action by Rastafarians is avoidance. This act is predominated by the view that Jamaica is Babylon and Ethiopia is Zion. This metaphor implying hopelessness in Jamaica acts very much, in Marxian terminology, as an opiate. This outlook on everyday life does not produce action, rather it reduces it. Another example of this can be seen economically. The Rastafarians generally represent the lowest segment of the Jamaican social class . . . This level of Jamaican society represents the largest body on unemployed and underemployed and the greatest number of unemployables . . . (Barret 115). This fact is well known among the Rastafarians and it is partially why many are in the religion, acceptance into a social class which is higher than their own. They have mostly given up on employment besides that of home produced items which are pawned to tourists or others within the Rastafarian movement. Their is no motivatio n to produce economically because most of the industry within Jamaica during the early Rastafarian period was controlled by the British land owners. Working for these British men would have been a direct violation of their religious creed; The white person is inferior to the black person (Barret 104) and The Black person is the reincarnation of ancient Israel, who, at the hand of the White person, has been in exile to Jamaica (Barret 104). This ties into Webers Theodicy of Suffering because to suffer economically is to suffer through all aspects of ones life. But, many times, as previously illustrated, an ambivalence to end suffering leaves one still in the same peculiar situation. Without a motive to change, there is not change in a cultures motives. So, the early Rastafarians suffered not from a theodicy of suffering which was merely and only forced upon them by the white Jamaican bureaucracy; but rather a self- imposed and self-induced level of their suffering. This way of viewing Rastafarian all changed as time passed. Social strata are decisive for the development of a religion (Weber 282) and as the social strata which embodies this religion began to change, the religion changed proportionately with it. This can be seen in contrasting the previous three social reactions just stated: aggression, acceptance and avoidance. As the general body of Rastafarianism began to grow old and pass away, so did many of their ideas and rationalitys concerning the religion in which they were a part. These views were handed down to the new, younger members of the Rastafarian religion and updated substantially to concur with the new time period and the new state of Rastafarians in Jamaica. Largely, there is no need for one to use aggression to prove equality in Jamaica. The modern Rastafarian, rather is a symbol of the Jamaican lifestyle and one can almost mistakenly assume all Jamaicans embody the Rastafarian way of thinking and lifestyle. The newly indep endent Jamaica uses aspects of the traditional Rastafarian to promote its tourism industry: such as the reggae music which originally symbolized the suffering of black Jamaicans, the dread locks which represented the I-tal way of organic living and the artifacts and cultural productions of such Rastafarian artisans. Rastafarians no longer accept their status as a constant; an unchanging fact which merely misrepresents them in popular culture. They have began to work on their economic status within the Jamaican community. Rastafarians now occupy enviable positions in Jamaica. There are Rasta physicians, pharmacists, professors, journalists, pilots, teachers . . . to name only a few of their trades and professions (Barret 243). They are willing to educate their children to become productive citizens of the country, which is evident in the formation of Rasta primary and secondary schools and the possibility of a Rasta university within Jamaica. Rastafarians now have control over their own destiny within the scope of mass media and their ultimate portrayal. With the advent of educated and world minded Rastafarians, the Rastafarian movement has proliferated out of Jamaica and into the mainstream of the world, including both the United States and England. The final large change concerning Rastafarians is avoidance. Instead of avoiding the problems in Jamaica and praying for a magical repatriation to Ethiopia, they have first decided to repair the problems which exist in Jamaica before they leave for Zion. This new brethren is focused on change and one way they have decided to accomplish this is through political action. Rastafarians are traditionally apolitical; they do not vote. Their word for politics is politricks, which sums up their perception of the political game (Barret 220). With the election of a pro Rastafarian prime minister, Michael Manley, Rastafarians were encouraged to use their constitutional rights and vote. There is no way of telling how many Rastafarians voted or continue to vote, but their role in Jamaican culture requires them to be addressed and noticed. The act of being spoken to and about in a public forum is just aspect in which indirectly they have traversed out of the avoidance stage. Rastafarians also no l onger avoid the media. Rather, they embrace it and use it to their advantage. This is evident is the many quotes and passages contained within Leonard Barrets book and the relative ease of access he obtained many on these passages. The Rastafarian culture is moving toward the future, and as Weber stated, changing with the social strata, which is changing with the times. It can then be inferred Rastafarianism is a constantly updated and evolving entity, modernizing as the world does so as well. But this evolving modern entity did not always keeps its modernity defined. Many of the actions of Rastafarianism worked against modernity and favored a complete stand still in all actions of life. In effect, the pain of the poor black Jamaica strata directly led into a form of ambivalence which militated against social and economic change; in essence, the status group of Rastafarians and their beliefs acted as an opiate against socioeconomic change. Religion is the opium of the people (Marx 54). This opium like quality leads directly into a state of false consciousness, which ties in directly with Webers theodicy of suffering. Both of these militate against socieconomic change by giving a check of approval to a negative situation. In this way, Marx and Weber are showing the flaws in the Rastafarian system. The inherent flaw of giving false hope or false consciousness to a people based on a system (Rastafarian) which at its base complies with stagnant situations and life styles. At t he same time, Marxism can be interpreted as a direct conflict with itself. The Rastafarian movement occupies not only an opiate status, but a status of opposition as well. The Rastafarian movement was founded originally as an opposition to the bureaucratic ways of the ruling class. The religion modeled greatly an American democratic way of thinking: by the people for the people. The people are the underrepresented and under appreciated blacks of Jamaica. In comparison with a Weberian sociological thought process, they both agree upon Rastafarian as basically an evolution. This plays more into Marxs favor because of the direct correlation between themselves. Like the Rastafarian evolution, in which they retreated on many of their former beliefs and creeds, Marx also did the same according to the time he was writing in. So, a direct comparison can be made through the evolution of Marx and Rastafarianism; both occur because of the rise of modernity and culture around them, directly eff ecting the person or group in question. READ: Theories on and Analysis of Information Management in KFCMarx and Weber also collide in beliefs on the idea of theodicy of suffering. Weber believed religion emerges to fulfill a social need. The poor, black, Jamaicans needed hope, and with their economic status, suffering was a major part. Taken on a face value then, the Jamaican culture can be divided into two distinct classes: theodicy of suffering and theodicy of good fortune. The former group, those who indirectly believe in a theodicy of suffering, are alienated from the latter group. Within the suffering group, there is alienation among members due to separation from product. The product, in this case, is their religion. Now all of the members of the Rastafarian status group belong to Rastafarianism as a whole, but there are sects within the sect, which are different from each other. For an example, the emergence of the uptown Rasta which differs in belief system from Rastafarianism as a whole. The alienation comes in the fact that the people, not as one unified group, but as a large organization of individuals are single entities and none speak for the religion. Criticism of this can be found in a previously mentioned Joseph Owens quote (see page four, first paragraph). Although each member is a spokesman for Selassie, is unthinkable to assume each member of the brethren might have something different to say? This leads to alienation among those within the same sect. The previously stated belief contrasts with a Weberian point of view as well. In a Marxian view of thought, the poor should try to revolt against their ruling bureaucracy. This appropriation is further determined by the manner in which it must be effected. It can only be effected through a union, which by the character of the proletariat itself can again only be a universal one, and through a revolution . . . (Marx 192). There is a flaw under the question: how can a society revolt through Marxism and still be prone against change, an opiate in Marxian view, to their own standing within the community? Karl Marx would see this as a complete oxymoron. Rastafarianism should benefit the social group, not allow it to stop progression and merely graze the lips of those who chose it, giving them a short and unsatisfying taste of what is available to them. This yearning for more should lead the people into a full economic and political revolt against this bourgeoisie. While relatively similar to a Marxian point of view, Durkheimian sociology sees Rastafarianism as a social entity. This religion was originally associated as Jamaican poor and the term Rasta and poor, black Jamaican could be used interchangeable. And with this association, Rastafarianism emerged to regulate the desires of the Jamaican poor. It brought about a solidarity among the lowest status class which served as a jumping point into embracing their situations. Thus, the religion is inseparable from the groups which contain it. This occupies the ideas of Weber in that if the religion is inseparable from the groups which contain it, then, the religion will indirectly evolve as the group evolves. This basically complies with the Weberian point of view that religious beliefs change along with the strata which embody them. Also, if Rastafarianism is a social entity, it therefore must have risen out of the need for a social set of values, complying with the Weberian ideal of religion em erging to satisfy a social need. This Durkheimian point of view also crosses paths with the views of Karl Marx. If religion brings about solidarity among a status group which happens to be underprivileged, revolution is a possible following steps. One person may revolt, but one needs masses along the same ideals to successfully revolt. By integrating society, one brings the society or group on the same consciousness, although it may be a false consciousness. No matter rational or irrational, the motives exist and can be accomplished with aid of a charismatic prophet, in this case, Marcus Garvey or Samuel Brown. To update this idea, there is a popular t-shirt which states Never underestimate stupid people in large groups. The same could be applied to a Marxian and Durkheimian point of view. Their t-shirt might say Never underestimate the power of alienated oppressed on the same intellectual level.Durkheim and Weber do disagree on some levels. One of them being the role of individuality within religion. A Durkheimian point of view toward individuality could not characterize the Rastafarian movement because it believes one should embrace all the exists, but do not include each other. This directly violates the Rastafarians belief in an I-n-I mentality. This implies a three-fold relationship between any individual self, Jah God, and other selves (Johnson-Hill 23). Max Weber sees religion as a unification of a people, which is evident in his distinction between strata and status. Rastafarianism is a status group, individuality is left behind at the strata before seemingly advancing into a higher level of consciousness, complete with its own symbols, language and customs, especially marijuana usage. Although the beliefs of a religion change, the essence of the religion does not. This is supported by Weber with the idea that changes in a decisive stratum lead to a change of beliefs. This is opposed by Durkheim stating a religion as a whole has lasted because it performs a social function; it integrat es those involved within it. The falsity is what people believe. So, if people change, the religion changes with the people, not necessarily minor beliefs within it. It is a cycle which includes the transfer of old gods to new gods, completely changing the religion with society. Rastafarianism has not faded away, and in fact has spread its brethren among many areas of the world. The Rastafarian movement is no longer a mere revolutionary movement; it has become a part of the establishment, a part of officialdom (Barret 245). Rastafarianism may have started on the fringes of Jamaican society, but it now a representation of what it considered hell. In terms of an outsider, Jamaica is no longer Babylon, it is now Rastafaria, a step on the way to utopian Zion. Rastafarianism is now an integration of all of Jamaican society rather that just one social strata. Its changes have moved along with the changes of Jamaica as a nation. The people of Jamaica are interchangeable with Rastafarianism. It is ironic which a group so hating of their own environment would become such a force as to represent it to the world. Rastafarianism is truly by the people, for the people.

Benedick is paranoid about this, and so he uses his scorn of marriage and women as a defence mechanism to protect himself. It is clear that Shakespeare criticises the existing customs and advocates that a courtship in which couples communicate would be a far more preferable way, and which would prevent the mistakes of Claudio. 1 Beatrice also shows this, as when the slander of Hero has taken place, Beatrice asks Benedick to kill Claudio for her. When he refuses, Beatrice gives her view of men, Claudio in particular. She says that if she were a man she would eat his heart in the market place. She is showing that men are weak and cowardly, whereas women, who are portrayed as the weaker sex, are much stronger and braver than men, but she is also showing a stereotypical view of men, showing a lack of understanding because lovers did not get to know each other. If a woman did not get married, it was believed she would go to hell, because marriage was a sacrament and supposedly brought you closer to God. In this way the church is also an aspect of patriarchal society, used to control women and make them do what men desire of them. In fact, the Church was one of the most influential figures of authority, which is shown later, when friar defends Hero. Rachel Clayton says, In consideration of seventeenth-century marriage, romance and emotional capability were not high on the list of priorities for well-placed young women; generally only low-born women had the freedom to marry for love. When considering this, Heros actions are more understandable, even though the slanderous allegations made against her were untrue, her reputation may still have been tarnished, damaging her chances of marriage. If she did not marry Claudio, she may never be able to marry, and so she marries him for her own sake as much as his. A modern audience would find Heros lack of choice frustrating, but to the contemporary audience this would be the norm in society. In a recent interpretation, Hero rejects Claudio, which is a much more satisfying ending to a modern audience. However, these values did not apply to the lower classes, as although Hero is slandered when it is believed she has been unfaithful and is not virtuous, when it is discovered it is in fact Margaret who was with Borachio, she is not punished and her reputation is not tarnished, showing that society treated women differently according to class. Can the world buy such a jewel? Yea, and a case to put it into. Although Claudio refers to Hero as a jewel, he is also referring to buying her, she is a possession to be bought and sold. The metaphor jewel implies this, as although it is a precious beautiful object, it can be owned by an individual and a price put on it. In the same scene, Claudio asks Hath Leonato any son? so implying he has purely selfish reasons for wanting to marry Hero. This also suggests his earlier romantic speech is merely a pretence, and his true motivation for the match is money and status. Hero is the possession of her father, and this is shown when Beatrice, Antonio, Leonato and Hero are discussing the fact they think Don Pedro is going to propose to Hero. Leonato tells Hero if he does You know your answer. The use of the imperative shows Hero does not have a choice. The Watch, although portrayed as foolish, undermine the upper class society as they work out who is to blame for the slander of Hero, whereas the upper class characters believe the lies. The upper class characters are perceived as more intelligent, but the watch find out the truth because they overhear Borachio bragging Thou shouldst rather ask if it were possible any villainy should be so rich. For when rich villains have need of poor ones, poor ones may make what price they will. He believes that chiefly by my (Borachios) villainy he has bettered members of the upper class society. He is unaware that he is about to be found out by a lower class than him. A Marxist reading would say that many characters, especially the women, are controlled by hierarchical society. This is also shown in Don Pedro, who believes his high status in society gives him the right to mock other characters, especially women. This is shown when plotting the match between Benedick and Beatrice Don Pedro tells Hero I will teach you, assuming Hero would not be able to trick her own friend. This also shows how men in society viewed the women as inferior and insignificant, and he is patronising her. The word patronising and patriarchal both stem from the Greek word pater, meaning father. The theme of noting, overhearing, appears throughout the play, as many of the deceptions are carried out due to people misunderstanding overheard conversations. The title Much Ado About Nothing, is multi-layered, as it could be interpreted as a commotion over nothing, but in the time of Shakespeare it could be read as noting, a commotion over noting. Whereas the higher society misinterpret the conversations they overhear, the lower class make no mistake and it is due to their noting and persistence the deceit was uncovered, which also portrays the faults in the patriarchal society. A third interpretation of the title also looks at the word nothing, which can also be read as no-thing, which was a slang term for female genitalia. This interpretation looks at how the Ado concerns mans fight to control female virginity. When Hero is around the women in the play, she wittily converses about the plot to trick Beatrice, saying Why you speak truth, I never yet say a man, how wise, how noble, young, how rarely featured, but she would spell him backward showing her playful nature and her ability to bond with other women and leave behind the formality. This shows that humanised by the worries and wit she discloses to her friends, Hero embodies the enormous pressure upon women to conform to the male ideal (York Notes); it seems her duty is to demonstrate responsibility and restraint, but her silent nature around men is not who Hero really is, but whom she pretends to be in order to gain a husband. This shows that the male members of society suppressed women, and that this submissive silent quality was attractive to men. Heros name is also interesting. Many have suggested that it can also be read as her-o, o being a metaphor for a woman and her virginity. This seems to fit with the plot of the play, as the slander is because Claudio believes Hero is not innocent, she knows the heat of a luxurious bed. He also says Hero itself can blot out Heros virtue. If this is read as Her-o itself can blot out Heros virtue Claudio is saying her virginity will show she is not faithful and honourable, as he believes she has lost it. However, it is also intended to propose a connection between Hero and the so-called heroes of the play. The men of the play have just returned from fighting in the war, and therefore are war heroes. However the craven behaviour shown by the men, Claudios slander of Hero before even checking to determine its truth, and Benedicks reluctance to challenge Claudio for the crimes he has committed, make the audience question who the real hero of the play is, whether it really is Hero, who spends her entire life submitting to the behaviours she believes men desire, and even when she is slandered still forgives and marries Claudio. Hero has no choice in this, therefore Shakespeare has laid bare the faults and deficiencies of a patriarchal society. The slander of Hero is a cowardly, insecure act. When Claudio says Are our eyes our own? , he is showing his own insecurities, he does not know Hero well enough to marry her, and if he did he might not be so insecure and might know she would not be unfaithful to him. Jackie Shead says Shakespeare intends irony, then, when Claudio asks at the wedding party Are our eyes our own? as if the reply, like Heros guilt, is self-evident. She also says Claudio is constantly borrowing the eyes of others; Hero has been the perfect woman all her life, wealthy, beautiful, respected and most of all obedient. She deliberately becomes the silent women to conform to the male ideal and to slander her because of the words of a villain is a cowardly act. This shows that although society looked upon the courtship of Hero and Claudio to be the correct way of finding a partner, they did not know each other well enough, suggesting that the socially acceptable thing to do is not always the best way, therefore undermining the society of the time. In a recent performance at the National Theatre in London, the only women in the scene of Heros slander are Hero and Beatrice, to illustrate how dominated the society was by men. In my opinion, Shakespeare was ahead of his time when he wrote Much Ado About Nothing. He seemed to be able to see through the common beliefs that members of the upper class society were more intelligent and superior to members of the lower class society, as shown in the perceptive nature of The Watch and the way the upper class characters are fooled so easily, and also the belief that women were of a lower status to men and were possessions of men. The comedy in the play is satire, used to highlight the faults in the patriarchal society. As a feminist, I agree with Clayton that Heros acceptance of Claudio after he had disgraced her is frustrating. I also agree with Claytons view that Much Ado About Nothing has laid bare the faults and deficiencies of a traditional patriarchal society. Shakespeare uses many techniques to mock the upper class characters; especially the way women were treated. One of his motivations for this may have been the fact that the monarch was female at the time Shakespeare was writing. Queen Elizabeth was Shakespeares greatest patron, and if his plays appealed to her she would go to see them, which would also encourage others to go. However, the very last line of the play is given to Benedick, who has the last word in his merry war with Beatrice, giving him the upper hand and kissing her to stop her mouth, which shows Shakespeare could not break entirely away from the restraints of patriarchal society. Mental Health and Care in the Community The issue of the mental health of the patient is complex and value-laden. Paternalism and autonomy interests confront difficulties of definition, diagnosis and the impact of labelling. Paternalism dictates intervention, and that the human right of autonomy be minimalist. (Davies, M., Medical Law, Blackstone Press Limited, 1996, p.182). Discuss critically. Within mental health issues there has always been a large degree of paternalism. Healthcare professionals and governments appear to view those with mental health problems as incapable of being able to make decisions for themselves and are often viewed as a potential danger[1] to themselves and others. Over the years various pieces of legislation have been enacted to deal with people with mental health issues starting with the Lunatics Act 1845, the Lunacy Act 1890, Mental Treatment Act 1930, Mental Health Act 1959 and the Mental Health Act 1983. In 1995 the Mental Health (Patients in the Community) Act was introduced. This gave the relevant authorities the power of supervised[2] discharge of mental health patients back into the community. Recent events where mental health patients were placed back into society has caused concern as there have been quite a few highlighted incidents where such patients have proven to be a danger to themselves and others[3]. The governments response to the public outrage when these patients have attacked or killed members of the public is to step back to a more paternalistic approach towards the treatment of mental health patients by introducing the Mental Capacity Act 2005[4]. The new Act allows the professionals to make value judgments over the patients and requires those dealing with such patients to make an assessment of the individual’s capacity[5] to make decisions for themselves. Section 2 (1) of the 2005 Act states (1) For the purposes of this Act, a person lacks capacity in relation to a matter if at the material time he is unable to make a decision for himself in relation to the matter because of an impairment of, or a disturbance in the functioning of, the mind or brain. Subsection 2 goes on to say that (2) It does not matter whether the impairment or disturbance is permanent or temporary. The very wording of the Act is open to abuse as the scope of what might be deemed as mental incapacity is too broad. In essence anyone who is suffering from a temporary mental breakdown either through circumstances within their own life or as the result of any prescribed medication they might be taken could be viewed as lacking the capacity to make decisions about their selves and could be institutionalised and forced to have treatment. A further problem with the new Act is that the decision on the individual’s capacity is based on the balance of probabilities. (4) In proceedings under this Act or any other enactment, any question whether a person lacks capacity within the meaning of this Act must be decided on the balance of probabilities. In criminal proceedings the court has to prove beyond reasonable doubt that the person charged with the offence has committed the offence. With this new piece of legislation the level of proof required is equivalent to that required within the civil courts and therefore is open to greater abuse and it is likely that a higher proportion of people may find themselves being detained in a mental health institute and subjected to compulsory treatment[6]. Section 3 of the Act goes further to describe how it can be decided that a person is unable to make a decision for himself. It lists 4 areas that should be considered in deciding whether the person lacks the capability to make their own decisions. (1) For the purposes of section 2, a person is unable to make a decision for himself if he is unable- (a) to understand the information relevant to the decision, (b) to retain that information, (c) to use or weigh that information as part of the process of making the decision, or (d) to communicate his decision (whether by talking, using sign language or any other means). Subsection 2 does go on to say (2) A person is not to be regarded as unable to understand the information relevant to a decision if he is able to understand an explanation of it given to him in a way that is appropriate to his circumstances (using simple language, visual aids or any other means). In essence the above is an attempt to limit those who can be regarded as incapable of making decisions due to any physical disability such as deafness or blindness, however, some individuals may be so severely handicapped through conditions such as autism or mongolism that even things explained in simple language may not be understood by them. These people may not be a danger to themselves or others and are usually being cared for by members of their own families[7]. Some families find the strain of a severely handicapped person in the household hard to cope with and for those people this new Act may help them to get the handicapped person institutionalised. Using the above Act they could argue that the person lacks the mental capacity to make decisions for themselves and is a potential danger[8] to themselves so for their own protection they should be removed from society. If the person assessing the individual is satisfied that that individual does not have the capacity to make their own decisions then any treatment they consider to be in the best interests[9] of the individual can be ordered. The person ordering the treatment must take into account whether the patient may at some future time be able to make their own decisions again and if they decide that this is likely they must take all appropriate steps to ensure the patient receives all the assistance they need to recover to a position where they can make their own decisions. Effectively though the legislation allows the person treating the patient with the mental health problem to remove all autonomy from the patient and force treatment on them that they might ordinarily object to if they had the capacity to do so. The legislation does state that the person making the decision on behalf of the patient should take into account the patients past and present wishes and feelings and make judgments based on what they perceive the patient would want if they were able to decide for themselves. The new Act is designed to operate alongside the Mental Health Act 1983 and the Mental Health (Patients in the Community) Act 1995, as was introduced with the aim of simplifying the way in which a person can be adjudged to be in need of treatment in respect of a mental health issue[10]. Under the 1983 Act compulsory admission to mental institutions is determined with reference to section 1 of the Act and refers to mental disorder but also covers any other disorder or disability of the mind. The Act attempts to specify the persons who they deem in need of admission for treatment and covers four broad areas namely mental illness, severe mental impairment, psychopathic disorder or mental impairment. The first 2 conditions trigger automatic admission regardless of whether the treatment is likely to be effective or not. With the last 2 conditions psychopathic disorder and mental impairment, admission can only be ordered if the patients are likely to benefit from the treatment. Under the new Act the definition has been extended to cover a far wider audience and it is likely under the provisions of the 2005 Act that those with a psychopathic disorder can be detained regardless of whether treatment will assist their condition. The 1983 Act does not specifically define mental illness and can be problematic as it does not cover conditions where a person may undertake activities that are potentially life threatening due to a compulsion for risk taking. It is possible that the 2005 At might encompass this area as section 3 (4) states that when deciding whether someone is capable of making their own decisions account should be taken as to whether the person has the capability of being able to reasonably foresee the consequences of the decisions they are making. Whilst it could be argued that this is a positive move[11] there is room for abuse of this inclusion in the legislation and could theoretically be used to cover sado masochistic activities between consenting adults or the participation of dangerous sports. To be effective the 2005 Act should incorporate examples where there is a clear demonstration that the patient lacks the capacity for being able to foresee the consequences of their actions. This would assist the person making the decision about the patients mental capacity as they could compare the actions of their patient with actions previously seen to be harmful. There are a few dangers surrounding the 2005 Act in that mental capacity is judged according to the individual’s capacity to make their own decisions. The 1983 Act defines psychopathic behaviour as a persistent disorder or disability of mind (whether or not including impairment of intelligence) which results in abnormally aggressive or seriously irresponsible conduct on the part of the person concerned. Research into psycopathy has shown that whilst the psychopath may not always conform to rules they do have the ability to do so. Following the guidance in the 2005 Act regarding mental capacity this could mean that dangerous psychopaths could slip through the net as they may well be able to show that they do not lack the necessary capacity to make decisions on their own. By establishing this they will be able to refuse treatment as autonomy is only forfeited where the patient lacks the capacity to make their own decisions. The new Act is inherently flawed in that temporary mental incapacity can lead to compulsory admission to an institute[12]. This could have a dramatic effect on people such as women suffering post natal depression after childbirth. In the past doctors have prescribed tranquilisers and anti depressants to attempt to cure the patient. Under the 2005 Act the partner of the patient suffering post natal depression could request that their partner be assessed for mental capacity. If the person doing the assessment is of the opinion that the mother is incapable of making their own decisions the mother might find herself placed in a mental institute and forced to receive treatment she might otherwise object to. The 2005 Act also contains a section authorising power of attorney[13] to family and other persons connected to the person who has been assessed as lacking in mental capacity. This is open to widespread abuse as greedy relatives may use a temporary mental impairment of their family member to gain power of attorney over their monetary assets and squander any of their savings away. It has also been proven by past examples that once a person has been admitted to a mental institution it is difficult for the patient to convince the doctors and medical staff that they have now recovered from their mental illness and no longer need to be institutionalised[14]. In the UK paternalistic intervention[15] has been used even when the patient having the treatment poses no threat to others or himself. In the case of W v Egdell [1990] ch 359 a psychiatrist was asked to examine a patient at the request of the patient’s solicitor to assess the suitability of transferring the patient from a secure hospital back into the community. The psychiatrist submitted his report to the Home Office in order to prevent what he perceived could be a danger if the patient was prematurely released. As a result of this report the patient was forced to remain within the secure hospital despite the fact that at no time had the patient committed any acts of violence. This kind of paternalistic intervention offends against the principle of autonomy[16] and should only really be justified when the person for whom the decision has been made is unable to make an informed choice for himself. The approach to deciding whether paternalism should be allowed when assessing a person with a mental illness should be to ask whether the patient would consent[17] to the proposed treatment if they were able to make a rational choice. In America they used what is known as the substituted judgment test which is autonomy based in the sense that the intervention is directed towards the goal of restoring the patients autonomy. Another way in which the mental health professionals have sought to circumvent claims of enforced treatment is by the use of implied consent[18]. The notion behind this is that although the person by reason of incapacity cannot give their consent at that point in time they may be able to endorse the treatment at a later date, which would then amount to a form of retrospective consent[19]. Obviously there are difficulties with this approach as there is no way of predicting that subsequent consent will be given when the person is in a position to give that consent. Frequently those who resent involuntary treatment will continue to do so after recovery. Due to the obvious problems associated with interference with the autonomy of the patient most mental health professionals adopt the paternalistic best interests[20] test as outlined in the Mental Health Act and uses the Act to order compulsory treatment of the patient. The 1983 Act provides 3 ways in which a patient can be compulsorily admitted to hospital for treatment[21]. Section 2 of the Act gives the patient’s nearest relative or any person authorised to act on their behalf the right to apply for the admission of the patient into hospital. In order to qualify for the right to make such an application the applicant must have seen the patient within the 14 days prior to the application. The application must be supported by 2 registered practitioners one of whom must be qualified in psychiatry. Grounds[22] for admission under section 2 are that a patient is suffering from a mental disorder of a degree which warrants detention in a hospital at least for a limited period of time and should be to prevent harm to himself or others. Under this kind of admission the maximum time the patient can be detained is 28 days and admissions cannot be renewed thereafter. The second way in which patients can be admitted is under section 4 of the Act which covers emergency admissions and can be applied for on the recommendation of one doctor only but is only valid for 72 hours. The doctor does not need to be a specialist in the treatment of mental health but if possible must have known the patient beforehand. The applicant must have seen the patient within the last 24 hours. Such emergency admissions can be converted to treatment for 28 days by seeking a second opinion from a mental health specialist. The third way in which compulsory admission can occur is under s3 of the Act and application is similar as those under section 2 of the Act. Under this section of the Act the patient can be detained for up to 6 months and can be renewed thereafter, initially for an extra 6 months and then yearly for periods of a year at a time. Detention under this section can last indefinitely. Those who do recover from their mental disorder may be released from the secure units[23] but held under supervision[24] orders using section 117 of the Mental Health Act, and although they can no longer be forced to receive treatment they will be expected to attend at a treatment centre. Unfortunately there is no system in place to ensure that such patients do attend the treatment centres and no sanctions available to the authorities to enforce their attendance. It has been suggested that those patients who have been discharged and do not comply with the supervision orders should be readmitted to hospital under a compulsory admission so as treatment can be enforced without the patient’s consent. In order to prevent claims being made by those who have been compulsorily admitted to hospital and forced to undergo treatment section 139 of the Mental Health Act was added which states that ‘no person shall be liable†¦to any civil or criminal proceedings†¦in respect of any act purporting to be done in pursuance of this Act†¦unless the act was done in bad faith or without reasonable care.’ This effectively gives the hospitals total paternalism[25] over the treatment of compulsorily admitted patient and negates any patient autonomy or rights to personal autonomy until such a time as the persons treating them are satisfied that the patient is recovered sufficiently to render them capable of making their own decisions. The overall view that is apparent from looking at the 1983 Act and the recent 2005 Act is that paternalism has always been present within the treatment of mental health patients. The 2005 Act broadens the classes of people who may now be classified as in need of compulsory admission and treatment and therefore strengthens the position of paternalism whilst reducing personal autonomy practically into non-existence. The danger in allowing the government to increase the power for compulsory treatment could in the future spread to other areas of medical treatment and could lead to persons with terminal illness who have expressed a wish not to be treated being forced to undergo treatment by being held to be mentally incapable of making rational decisions. There could also be problems where patients refuse treatment on the grounds of religious belief. It might be argued by the person giving the treatment that the patient has been indoctrinated by the religious group they are part of and are therefore incapable of making decisions independent of the doctrines instilled in them by their religious teachings. Allowing paternalism to become acceptable for one classification of person could ultimately lead to problems in all areas of legislation and could result in criminals being locked away indefinitely as it could be viewed as in the best interests of society to keep them locked away. Governments have used the fear that the general public have of people with mental illnesses posing a threat to ordinary members of the public by highlighting those incidents were patients have been released from institutions and then have harmed or killed others[26]. By using this fear they have persuaded the general public that compulsory admission of the mentally ill is the only way to prevent others from being harmed and that it is in the best interests of the patient and society for them to be forced to undergo treatment and remain institutionalised[27]. History of Globalization INTRODUCTION: Historical Background of Globalisation For developing countries, globalization means integration with the world economy. In simple economic terms, globalization refers to the process of integration of the world into one huge market. Such unification calls for the removal of all trade barriers among countries. Even political and geographical barriers become irrelevant. At the company level, globalization means two things: (a) the company commits itself heavily with several manufacturing locations around the world and offers products in several diversified industries and (b) it also means the ability to compete in domestic markets with foreign competitors. In the popular sense, globalization refers mainly to multi-plant operations. International Monetary Fund defines globalization as the growing economic interdependence of countries worldwide through increasing volume and variety of cross border transactions in goods and services and of international capital flows and also through the more rapid and widespread diffusion of technology. Charles Hill defines globalization as, the shift towards a more integrated and interdependent world economy. Globalization has two main components- the globalization of market and the globalization of production. Interdependency and Integration of individual countries of the world may be called as globalization. Thus globalization integrates not only economies but also societies. The globalization process includes globalization of markets, globalization of production, globalization of technology and globalization of investment. Globalization encompasses the following: Doing or planning to expand, business globally. Giving up the distinction between the domestic facilities on a consideration of the global outlook of the business. Locating the production and other physical facilities on a consideration of the global business dynamics, irrespective of national considerations. Basing product development and production planning on the global market considerations. Global sourcing of factors of production, i.e., raw materials, components, machinery/technology, finance etc., are obtained from the best source anywhere in the world. Global orientation of organizational structure and management culture. A company, which has gone global, is called a Multinational (MNC) or a transnational (TNC). An MNC is, therefore, one that, by operating in more than one country, gains through Research and Development (RD), leading to substantial production, marketing and financial advantages in its cost and reputation that are not available to purely domestic competitors. The global economy views the world as one market, minimize the importance of national boundaries, raised capital and market wherever it can do the job best. To be specific, a global company has three characteristics: i) It is a conglomerate of gathering multiple units (located in different parts of the globe) but all linked by common ownership. ii) Multiple units draw on a common pool of resources such as money, credit, information, patents, trade names and control system iii) The units respond to some common strategy. Nestle International is an example of an enterprise that has become multinational. It sells its products in most countries and manufactures in many. Besides, its manager and shareholders are from many nations. The other MNCs whose names can be mentioned here are IBM, GE, McDonald, Ford, Shell, Philips, Sony, and Uniliver. Stages of Globalization/globalization process Globalization does not take place in a single instance. It takes place gradually through an evolutionary approach. According to Ohamae, globalization has five stages. They are: 1) Domestic company exports to foreign countries through the dealers or distributors of the home country. 2) In the second stage, the domestic company exports to foreign countries directly on its own. 3) In the third stage, the domestic company becomes an international company by establishing production and marketing operations in various key foreign countries. 4) In the fourth stage, the company replicates a foreign company in the foreign country by having all the facilities including RD, full-fledged human resources etc. 5) In the fifth stages, the company becomes a true foreign company by serving the needs of foreign customers just like the host countrys company serves. 6) Thus, globalization means globalizing the marketing, production, investment, technology and other activities. ECONOMIC ENVIRONMENT Economic globalization refers to the increasing economic interdependence of the national economies across the world through the rapid increase in the cross-border movement of goods, service, technology and capital. Whereas, it is centered on the diminution of international trade regulations as well as the tariffs, taxes, and other impediments that suppresses global trade, it is the process which increasing economic integration among countries, leading to the emergence of a global marketplace or single world market. Depending on the paradigm, economic globalization can be viewed as either a positive or a negative phenomenon. Economic globalization comprises the globalization of production, markets, competition, technology, and corporations and industries. Current globalization trends can be largely accounted for by developed economies integrating with less developed economies, by means of foreign direct investment, the reduction of trade barrier as well as other economic reforms and, in many cases, immigration. As example, Chinese economic reform began to open China to the globalization in the 1980s. Scholars find that China has attained the degree of openness that is unprecedented among the large and populous nations, with competition from foreign goods in almost every sector of the economy. Foreign investment helped to greatly increase quality, knowledge and standards, especially in heavy industry. Chinas experience supports the assertion that globalization greatly increases wealth for poor countries. As of 2005-2007, the Port of Shanghai holds the title as the Worlds busiest port. Economic liberalization in India refers to ongoing economic reforms in India that started in 1991. As of 2009, about 300 million people-equivalent to the entire population of the U.S-have escaped extreme poverty. In India, business process outsourcing has been described as the primary engine of the countrys development over the next few decades, contributing broadly to GDP growth, employment growth, and poverty alleviation. SUPPORT AND CRITICISM In general, corporate businesses, particularly in the area of finance, globalization as the positive force in the world. Many economists cite statistics that seem to support such positive impact. For example, per capita Gross Domestic Product (GDP) growth among post-1980 globalizing countries accelerated from 1.4 percent a year in the 1960s and 2.9 percent a year in the 1970s to 3.5 percent in the 1980s and 5.0 percent in the 1990s. This acceleration in growth seems even more remarkable given that the rich countries saw steady declines in growth from the high of 4.7 percent in the 1960s to 2.2 percent in the 1990s. Also, the non-globalizing developing countries seem to fare worse than the globalizes, with the formers annual growth rates falling from highs of 3.3 percent during the 1970s to only 1.4 percent during the 1990s. This rapid growth among the globalization is not simply due to the strong performances of China and India in the 1980s and 1990s-18 out of the 24 globalizers expe rienced increases in growth, many of them quite substantial. Economic liberals generally argue that higher degrees of political and economic freedom in the form of free trade in the developed world are ends in themselves, producing higher levels of overall material wealth. Globalization is seen as the beneficial spread of liberty and capitalism. Jagdish Bhagwati, a former adviser to the U.N. on globalization, holds that, although there are obvious problems with overly rapid development, globalization is a very positive force that lifts countries out of poverty by causing a virtuous economic cycle associated with faster economic growth. Economist Paul Krugman is the staunch supporter of globalization and free trade with a record of disagreeing with many critics of globalization. He argues that many of them lack a basic understanding of comparative advantage and its importance in todays world. EFFECTS OF GLOBALISATION Globalization is both beneficial and harmful for different stakeholders. Globalization has both benefits and limitation. Benefits of Globalization: (1) Free flow of capital: Globalization helps for free the flow of capital from one country to the other. It helps the investor to get a fair interest rate or dividend and the global companies to acquire finance at lower cost of capital. Further, globalization increases capital flows from surplus countries to the needy countries, which in turn increase the global investment. (2) Free Flow of Technology: As stated earlier, globalization helps for the flow of technology from advanced countries to the developing countries. It helps the developing countries to implement new technology. (3) Increase in Industrialization: Free flow of capital along with the technology enables the developing countries to boost-up industrialization in their countries. This ultimately increases global industrialization. (4) Lower Price with High Quality: Indian consumers have already been getting the products of high quality at lower prices. Increased industrialization, speed up of technology, increased production and consumption level enables the companies to produce and sell the products at lower prices. (5) Cultural exchange and demand for a variety of products: Globalization reduces the physical distance among the countries and enable people of different countries to acquire the culture of other countries. The cultural exchange, in turn makes the people to demand for a variety of products which are being consumed in other countries. For example, demand for American pizza in India and demand for Masala Dosa and Hyderabadi Birayani and Indian styles garments in USA and Europe. (6) Increase in Employment and Income: Globalization results in shift of manufacturing facilities to the low wage developing countries. As such, it reduces job opportunities in advanced countries and alternatively creates job opportunities in developing countries. For example Harwood Industries (US cloth manufactures) shifted its operation from US (paying wages $ per hour) to Honduras (wage rate was 48 % per hour). However, advanced countries can specialize in producing high technology product resulting in enhancement of employment opportunities. For example, Microsoft Cell Phone in USA. (7) Higher Standards of Living: Further, Globalization reduces prices and thereby enhances consumption and living standards of people in all the countries of the world. Though the globalization process produces a variety of benefits/advantages, developing countries including, India have bitter experiences. These bitter experiences are due to the disadvantage of Globalization. Limitation of Globalization (1) Heterogeneity of Problems: A major hurdle in the path of globalization is the absence of a universally accepted set of solution of the problems which have to be tackled. Some of these problems happen to be political and social ones, but even their solutions have economic implications. Frequently, the proposed solutions are such that some countries view them as more harmful than beneficial. Usually, the developed countries are not ready to share the gains of globalization with developing ones on an equitable basis and this hinders a smooth transition to globalization. (2) Reluctance of Developing Countries: The developing countries, on their part, have the bitter experience of being forced into giving trade and non-trade concessions to the developed countries at the cost of their own interest. They realize that, with them, the developed countries want to have free trade and not fair trade. The developed countries keep finding fresh reasons for adding to the trade disadvantages of the developing countries. (3) Non- Economic Hurdles: Any form of economic integration, by its very nature, necessitates a corresponding compromise of national sovereignty; and it is more so in the case of global economics integration. This poses a very difficult and often unacceptable choice for national governments. For example, a national government may find itself forced to abandon measures for providing food security, or jobs during a natural calamity, etc. (4) Factor Mobility: Globalization necessitates unhindered international factor mobility. Developing countries feel that unrestricted mobility of capital and finance can be damaging for them; while developed countries are apprehensive about the effects of unrestricted immigration of low wage labor. In other words, while globalization is expected to bring about free factor mobility and factor price equalization, most countries are apprehensive about such phenomena. (5) Social Security: With globalization, it becomes increasingly difficult for a government (particularly of a developing country) to create and finance a social security system. Such like provisions tend to lose their priority in a market-oriented globalization. (6) Risks and Uncertainties: Progress towards globalization is also hindered by uncertainties relating to a possible shift in political and economic philosophy of some member countries; the fear of nationalization by the MNCs, the resistances to cultural invasion associated with unrestricted inflow of foreign capital and enterprises, and so on. (7) Infrastructure: Provision of economical and efficient infrastructure is essential for economic development. However, the responsibility of providing it remains essentially with the government of country. Therefore, there is a risk that a poor country, which is not able to provide infrastructure for inviting foreign investment capital, may remain perpetually poor and suffer from inferior terms of trade in the bargain.

Some students prefer to make friends who are similar to them and some think that the friends who they like are different from them. There are many reasons that cause those people want to choose persons who they want to be friend. On the one hand, making friends is to think about the age sometimes. People can use the formal languages to communicate to each other without worry about obeying to each other. They easily call their name directly when they meet each other inside and outside the class. For example, Meng Thia and Monorom are friends and they like talking to each other very closely and tightly when they are in class even at along the road to RUPP. To be of the same age is a vital point for people who like making friends who are similar. Another thing to consider for discussion if people prefer friends who are similar, they think about the characteristic of those people. First, they can get along with each other for long times when the have similar attitude or feature. Second, they are normally satisfied with their behavior. For instance, Saveoun admires her friend, Chann Rith, because of Chann Rith’s attitude she show s in class. Characteristic help keeping friendship for many people, and offer many advantages. On the other hand, many students feel that it is a better way to associate with friends who are different to them. People’s knowledge is not equal, so it is shared to each other. Sometimes students share their experiences or help solving the problem when someone does not understand well about it.
